The Faceira Cultural Association, created in 2011, is an entity dedicated to the study, dissemination, protection and projection of the cultural, historical and linguistic heritage of León. Its name is linked to the collectivist and community tradition of León, and since its creation it has organised cultural conferences, publications and lectures with the aim of disseminating León culture in an objective and rigorous manner. Since mid-2012, one of its main objectives has been the dignification of the neighbourhood councils, a millenary institution in danger of disappearing.
Laureano M. Rubio Pérez (Fresno de la Valduerna, León, 1954) holds a PhD in Modern History from the University of Oviedo and is Professor of Modern History at the University of León. He is a specialist in the rural history of León in the 15th, 16th, 17th and 18th centuries: administration and council power, the feudal regime, social history, the peasant elites, etc. He has published numerous publications which are reference works on the History of the Kingdom of León, and is possibly the greatest specialist in Spain on the councils of neighbours.

The Neighbourhood Council (Documentary essay)
Selection of images from the audiovisual material obtained during the filming of the documentary. The Voice of the Council. It aims to deal objectively and directly with the historical figure of the councils, the first representative entity of democracy in history.
The feature film will be premiered at the Foundation in the coming months and is produced by Bambara Zinema and the Faceira Cultural Association. The Spanish Confederation of UNESCO Centres and Clubs and the Cerezales Foundation have joined the project to facilitate its dissemination and to request, before the UNESCO Commission in Paris, the recognition of the Councils as Intangible Cultural Heritage of Humanity.
